Meet Our Staff

David D. HumphreysPresident & CEO
Mr. Humphreys has over (30) thirty years of experience in most facets of the commercial and residential real estate business. In the late 1980’s and early 1990’s, Mr. Humphreys was engaged by and worked closely with the Federal Deposit Insurance Corporation (FDIC) and with the Resolution Trust Corporation (RTC). Under the Financial Institution Recovery and Reform Enforcement Act (FIRREA), Mr. Humphreys was hired by FDIC – Bossier City, LA, FDIC – Atlanta, GA, and FDIC – Miami, FL to institute and operate a national property tax program. The program ensured that the Federal Government, through FDIC, was not being subject to excessive property taxes, assessment values, interest, or penalties levied by local jurisdictions. Likewise, working with Standard Asset Management & Disposition Agreement (SAMDA) contractors, and the RTC, Mr. Humphreys was engaged for similar nationwide property tax management, consulting, and advisory services.

Prior to forming EQUITAX, Mr. Humphreys worked as a manager in the Atlanta office of a National Property Tax consulting firm. The firm was the largest privately owned property tax consulting firm in America, and had fourteen offices in major Metropolitan cities throughout the country. Mr. Humphreys was responsible for business development throughout the Southeast, including Alabama, Georgia, Tennessee, North and South Carolina, Florida, and Kentucky.

Since December of 1992, Mr. Humphreys has served as President and CEO of EQUITAX. He has attended and won thousands of assessment appeal cases and has acted as expert witness in many Superior Court Cases. He is regarded by many to be America’s foremost expert on property taxation, assessment appeal procedure, market valuation, and uniformity of value issues.

Mr. Humphreys was born and raised in New Orleans, Louisiana. He attended New Orleans University, Louisiana State University, and ultimately graduated with a BS degree in Business Management from Oklahoma State University in 1983. He is a real estate Broker in Georgia and has completed many courses at the Georgia Institute of Real Estate and the Certified Commercial Member (CCIM) association. He is a member of the Executive Committee at EQUITAX Corporate and is the leader and Chairman of the EQUITAX Executive team.

Joshua L. RosecransDirector of Business Development
Mr. Rosecrans received his Bachelor’s Degree, specializing in Business Management, from Georgia Southern University, Statesboro, Georgia, during the summer of 2001. During his tenure, Mr. Rosecrans was a committed member of Sigma Nu and member of the 1997-1998 Sigma Nu Executive Committee. In addition, Mr. Rosecrans won multiple fraternal awards during his involvement with Sigma Nu. During his career, he has held the title of Regional Sales Consultant for multiple International Corporations and significantly contributed to the generation of revenues for those entities in excess of $500 million annually. Mr. Rosecrans has achieved Series 7 and Series 66 Licensing and was formerly a Financial Planner for a Fortune 500 Company. In addition to his career interests, Mr. Rosecrans is a fervent sports fan of anything pitched, hit, kicked or thrown. He is a member of the Executive Committee at EQUITAX Corporate and is a valued and trusted member of the EQUITAX Executive team
Carla GoodmanOffice Manager
Carla Goodman is the Office Manager at EQUITAX. Carla began working at EQUITAX in 2009 as a data entry technician, and, through hard work and a professional dedication to her job, has moved up through the ranks to become an invaluable employee of our company. Before joining EQUITAX, Carla gained over 15 years of experience in customer service in the insurance, medical, and retail fields throughout the Atlanta area. As a vital part of the EQUITAX team, Carla has honed her skills to meet the needs of our clients, ensuring growth and satisfaction while overseeing all aspects of our client relations division. Her duties include overseeing all administrative tasks, organizing office operations
and implementing office procedures. She is heavily involved in maintaining client relations and facilitating scheduling and county correspondences. Carla maintains office efficiency by establishing office standards and practices, and by maintaining a professional knowledge of county appeal processes and procedures.
